Tender description

This is a prior information notice (PIN) only: Publication and call for competition will be conducted once scope of work is fully defined and approved. DFID is in the early stage of designing the ‘Meeting the WASH 2020 challenge programme’, which is expected to operate in a similar manner as the current WASH Results Programme. The new programme will aim to reach people with improved sanitation or water together with hygiene promotion by March 2020. Beneficiaries must not currently have access to improved WASH. In addition the programme will aim to include a specific focus on reaching women and children with nutrition-sensitive WASH interventions. To be classified as nutrition-sensitive, a programme needs to: — Include nutrition as an objective, and include malnutrition indicators (eg. stunting/ wasting) at impact-level — Contribute to at least one nutrition-sensitive outcome — in this case the relevant outcome is ‘improve women's or adolescent girls’ or children's access to water, sanitation and hygiene' — Be aimed in part or in full at women and / or children <5 years DFID's intent is to source, through a competitive process, up to five suppliers or consortia of suppliers to deliver WASH and nutrition-sensitive WASH results that will make a significant contribution to the UK Government's WASH and Nutrition targets. DFID intends to manage this fund directly and intends to engage the services of monitoring verification and evaluation services provider(s) to verify results before payment is made. DFID will directly oversee and manage the portfolio, providing management, policy and monitoring oversight. Geographic coverage will be confirmed during the process but is expected to include low- and lower-middle income countries where there are significant WASH needs and where relevant high levels of malnutrition (predominately stunting or wasting). The principal focus should be on the priority countries where DFID has a bilateral programme (see our website for details). In the case of India, the UK's aid relationship with India has evolved, and the programme cannot fund interventions in India. For a nutrition-sensitive WASH component, the programme locations should include areas and groups where there is evidence of malnutrition. The approach to sustainability is a core priority for the programme, potential partners will be expected to demonstrate a robust approach to sustainability, and up to 30 % of the overall payments will be linked to outcome performance (whether people continue to use improved sanitation). It will be a requirement that successful suppliers engage with a wide range of stakeholders, local government, the private sector and communities to ensure that improvements to services are financially, environmentally and operationally sustainable. In the case of any nutrition-sensitive WASH programmes, successful suppliers will be expected to link to the Scaling Up Nutrition movement and other initiatives to promote multi-sector policies and programming for nutrition in countries where they are operating.
