Tender description

The Department for International Development (DFID Ethiopia) seeks to commission work for its Girl Effect Programme, in partnership with the Ethiopian Federal Ministry of Health and other stakeholders. The scope of the work will be in 2 parts: 1. Firstly, (from June to August 2016), to co-design with the Government of Ethiopia, Girl Effect and other stakeholders, an implementation strategy and plan for a nationwide safe spaces programme for adolescent girls aged 11-14 years-old. Phase 1 of the programme will be in Amhara and Oromia, gradually expanding nationally. 2. Secondly, to implement Phase 1 of the programme (From September 2016 to October 2017), working with the Government of Ethiopia and set in place a sustainability plan for the implementation of the scale up (Phase 2 onwards), which is expected to be wholly led and managed by the Government. The programme should be based on proven best practices, existing clubs/safe space mapping research in Ethiopia, and extensive stakeholder consultations at different levels, including with adolescent girls in the target regions. A separate consultancy has already been released to design all content (both written and drawn), and the methodological approach for the curriculum of the programme. The implementing partner is expected to work with the content designing team in addition to other stakeholders during the initial phase, and with the Ministry of Health and other relevant Ministries throughout programme implementation. The programme requires local presence, continuous consultation process at each stage with girls, families, community, and local and regional Government Bureaus. It also requires understanding the local context, particularly in Amhara and Oromiya, where the pilot will be implemented. As the main aim of this pilot work is to draw as much learning as possible for the scale up, we are looking for organisations that have very good capacity to analyse what works and what doesn't and why, putting sustainability and adaptability at the heart of their work. The work has a very tight timeframe and is expected to start in early June 2016.
