Supporting and auxiliary transport services; travel agencies services. Recreational, cultural and sporting services. Laundry management services. Tailoring services. Cobbling services. Pest control. This Prior Information Notice (PIN) is issued to inform Potential Providers (PP) that the Defence Infrastructure Organisation (DIO) will be seeking expressions of interest, via an OJEU Contract Notice and the completion of a Pre-Qualification Questionnaire (PQQ) from PPs, for managing and delivering the Soft Facilities Management services detailed in this PIN, at sites within Scotland Region, East of England Region, South East of England Region, South West of England Region and Wales to Midlands Region, where the Ministry of Defence operates. PPs must be in a position to to bid for the entirety of a Region, whether as a single Prime Contractor or as a Special Purpose Vehicle/Consortium of organisations acting together to deliver the services. The procurement exercise will follow the Restricted procedure in accordance with Defence and Security Public Contract Regulations (2011) and it is anticipated that the OJEU Contract Notice will be issued Mid-March 2016 together with the Dynamic Pre-Qualification Questionnaire (DPQQ). The services required are detailed as follows, but they may not be required at every site within the Regions: Military mess and non-mess based catering/other short term catering; Military functions (official, unofficial, private); Retail and leisure; Refreshments services; Military mess accommodation/hotel services (including cleaning and bookings); Cleaning, general and specialist; Domestic Assistance; Waste Management; Tailoring; Cobbling; Reception services; Labour/porterage/Handyman services; Laundry/porterage; Laundry/Dry Cleaning; Portable Toilets; Pest control; Hairdressing; Packed lunches: Clerical support/establishment administration services; Conference and other room management services; Reprographics and mail services; Travel cell; Military admin support including unit pay and manpower allocation offices; Motor transport services (excluding vehicles); Stores and supply services; Leisure and gym related requirements. In addition to the required services above, there is a business opportunity to provide additional retail and leisure at each of the sites, including unofficial and private functions. Where applicable, the PP will be required to manage military personnel, in particular Core Catering Manpower (CCM), supplied to the PP as Government Furnished Assets (GFA) in support of the PP's delivery of service.
