Tender description
Transport for London (TfL) Surface Transport is in the process of delivering a significant highways investment programme, which includes civil engineering design and construction works for the enhancement or refurbishment of highways and associated structures and tunnels. The tunnel works include renewal of mechanical and electrical systems. To achieve the desired outcome it is important that the supply chain is engaged effectively so as to avoid abortive design delays, minimise network disruption during the works and ensure that best value is achieved. TfL is considering how it may approach the future procurement of these projects through the award of a framework agreement to deliver the investment programme alongside and / or in collaboration with its existing contract arrangements, and is therefore seeking early information from the market through publication of this Prior Information Notice (PIN). The scope of the framework agreement may include any project but focusses on the major and more complex highways, structures and tunnels projects. Suppliers with multidisciplinary capability for design and construction of any of these projects are likely to be sought, but TfL is willing to consider other approaches suggested by the market. TfL is inviting Expressions of Interest (EoI) from interested parties with capability for the works scope and will follow up with a brief Market Sounding Questionnaire (MSQ), the responses of which will assist TfL in understanding the current supply market considerations around capacity, capability, delivery and contracting models and their associated incentivisation approaches. Information provided will be used to inform TfL in its continued development of a delivery and procurement strategy and procurement process for the potential Major Projects Framework. TfL at its sole discretion may enter into further discussions with respondents. TfL may also hold an industry day relating to this framework in the near future and, should this be confirmed, further details will be provided to all parties who express an interest. TfL will manage the process in an open and transparent manner, and participation or non-participation in this early market engagement process will not disadvantage or affect any supplier's ability to participate in any future procurement process that may be initiated. Suppliers wishing to participate in this early market engagement process are invited to register their interest via email to: supplychainintelligence@tfl.gov.uk quoting ‘Surface Major Projects Framework’ for a Market Sounding Questionnaire (MSQ) by 12:00 on Wednesday 16.3.2016. In registering their interest, suppliers should confirm their full company name, the company registration number and provide a single point of contact.
