Tender description

North East Lincolnshire Council (the council) has awarded a single supplier national framework agreement to enable North East Lincolnshire Council, other named contracting bodies to purchase half hourly (HH) and non-1/2 hourly (NHH) electricity ‘The Basket’. This PIN was a call for competition in accordance with Directive 2014/24/EU of the European Parliament and of the Council Article 48 (2). The council sought expressions of interest from only energy suppliers who could supply electricity to tender for this agreement. The estimated value range as indicated in the OJEU PIN notice was calculated as follows: Lower Value: Based on the assumption that only the Authority and its current portfolio signs the agreement, yet allowing for some efficiency savings and not 100 % of the current portfolio signing up; Top Value: Based on the assumption that 10 % of the 306 Contracting Bodies (i.e. 30), with approximate volume of 15 GWh per annum each, access the agreement. The framework agreement is required to deliver electricity to its customers from 1.4.2016 for a period of 48 months ending 31.3.2020. It is anticipated that the majority of existing sites in the pre-existing North East Lincolnshire portfolio is transferring onto the new framework agreement in readiness for the commencement of this framework agreement's electricity delivery period. The estimated volume of electricity to be purchased via this framework, for the 1st 6 month purchasing period is based on the council's portfolio only. This estimated value is subject to change as there are no guarantees that all of the current portfolio of clients will transfer to this framework agreement. As this is a framework agreement, no firm commitment on any volumes are offered and there are no guarantees that any of the authorities that are named will access this agreement.
