North East Lincolnshire Council (NELC) seeks to establish a single supplier national Framework to enable NELC and named Contracting Bodies to purchase Gas ‘the basket’. This notice is a call for competition in accordance with Directive 2014/24/EU of the European Parliament and of the Council Article 48(2). NELC reserves the right to accept initial tenders without further negotiation. NELC seeks expressions of interest from only energy suppliers who can supply Gas, to tender for the above agreement. NELC's contract for the supply of Gas for an existing portfolio within the borough, ends 31.3.2017. We anticipate that the majority of existing sites in the current portfolio will transfer onto the new Framework before this date ready for the commencement of this Framework's Gas delivery period. The quantity of Gas required under this Framework is dependent on the number of Contracting Bodies utilising the Framework. No commitment volumes is offered. No guarantees that any of the Contracting Bodies named will access this Framework. To establish a single supplier National Framework Agreement to enable North East Lincolnshire Borough Council (NELC) and other Contracting Bodies to purchase Gas Products. Initial period of the framework will be for 36 months with the option to extend for a further 12 months This procurement will be conducted under the competitive procedure with negotiation. Subject to Regulation 26(4)(a). The council has chosen this process for the following reason: (iii) The contract cannot be awarded without prior negotiation because of specific circumstances related to the nature, the complexity or the legal and financial make-up or because of risks attaching to them. Lots were considered for this tender and were deemed not appropriate nor in NELC's best commercial interests because NELC requires a whole service approach and to split the service by lots would create an administrative burden.
