Tender description

Portsmouth City Council (‘the Employer’) is seeking to establish a multi-supplier framework agreement for the delivery of general building works projects. Works to be delivered via the agreement shall include but not be limited to delivery of: low to medium rise traditionally constructed domestic and commercial extensions, installation of kitchens and bathrooms, window and door replacement, school classroom refurbishment, floor covering work, fascia and guttering repairs, external landscaping and associated mechanical and electrical installation work. The Employer will establish the framework concurrently with the letting of a contract for strip out and conversion of an existing office into 2 no. residential units at Hilsea Lodge, the estimated value of which is IRO 135 000 GBP. The Employer is targeting to have awarded both the overarching framework agreement and Hilsea Lodge contract by 16.5.2016. Once established the framework agreement will be in place for a maximum term of 4 years. Portsmouth City Council (‘the Employer’) is seeking to establish a multi-supplier Framework agreement for the delivery of general building works projects generally ranging from £50,000 to £500,000 in individual contract value. The agreement may also be used to award contracts both below and above this value range with no stated cap in regards of maximum or minimum individual contract values. The Employer estimates that 1 500 000 GBP — 2 000 000 GBP of relevant works contracts per annum may be let via the framework agreement, although the establishment of the framework agreement will place no obligation on the Employer or the additional named contracting authorities to use the arrangement. The Employer will establish the framework concurrently with the letting of a contract for refurbishment works at Hilsea Lodge, Portsmouth. The form of contract will be JCT Minor Works Building Contract 2011 (as amended 6.4.2015). The estimated value of the works is approx. 135 000 GBP The majority of works will be let via traditional single stage tendering, however the Employer reserves the right to utilise a range of procurement strategies including but not limited to design & build, early contractor involvement and two stage open book tendering and selecting from full suite of JCT contracts as appropriate to the contract in question. To ensure effective competition is maintained over the course of the agreement and a flexible proportionate approach is taken to the two awarding of higher value / higher complexity works a two tier framework agreement will be established. The primary first tier will be made up of 6 suppliers and the secondary made up of a further 4 -6 suppliers. Full details on the establishment and on-going operation of the tiers can be found within the tender documentation. The framework agreement will also be available for members of the Portsmouth Regional Procurement Partnership (PRPP) plus East Hampshire District Council (EHDC) to let call-off contracts from where appropriate.
