Choice Housing Ireland Limited and its subsidiary companies (Choice) wishes to appoint design teams to a number of framework agreements (Framework Agreement(s)) to provide services relating to planning, design, procurement, construction (design and management) co-ordination and contract administration/project management (Services), in connection with the design and delivery of projects with a range of dwelling designs, accommodation needs and services including: — General needs accommodation for families and single persons. — Accommodation for the elderly. — Supported housing for people with disabilities including those with mental health difficulties, learning disabilities, and those who are physically disabled. — Support services for vulnerable groups. — Refurbishment work. — Land purchase. — Affordable housing. Further information is contained within the pre-qualification questionnaire documents. Choice wishes to appoint design teams to provide directly, and/or in conjunction with consultants appointed by Choice and other separately appointed consultants, services relating to planning, design, procurement, construction (design and management) co-ordination and contract administration/project management. This is in connection with the design and delivery of projects with a range of dwelling designs, accommodation needs and services including: — General needs accommodation for families and single persons; — Accommodation for the elderly; — Supported housing for people with disabilities including those with mental health difficulties, learning disabilities, and those who are physically disabled; — Support services for vulnerable groups; — Refurbishment work; — Land purchase; and — Affordable housing. The projects in the main will be new build/refurbishment/conservation and conversion of listed buildings to deliver social housing. The projects may vary from 1 unit of accommodation to 80 units and over, with a housing mix that may include bungalows, apartments, houses and other dwelling types, and can be located anywhere within NI. The Design Team shall consist of the following professional disciplines: — Architect (and Lead Consultant). — Mechanical and Electrical Engineer. — Civil and Structural Engineer. — Quantity Surveyor. — CDM Co-ordinator (together the Design Team and individually Design Team Members). Architects will be appointed to the Framework Agreement as lead consultants and they shall be solely responsible for all Design Team Members they intend to use to provide the Services. Choice is procuring each Lot separately and each Lot has a specific Pre-Qualification Questionnaire (PQQ). Design Teams must complete and submit a separate PQQ for each Lot they wish to compete for. Choice will enter into a separate Framework Agreement for each Lot. In the event that Choice decides to abandon the process in relation to 1 or more Lots or the award of the Framework Agreement for 1 or more Lots is suspended, Choice may decide, at its absolute discretion, to enter into a Framework Agreement for 1 or more of the remaining Lots. Design Teams should be aware that there is a minimum requirement on the number of fully qualified architects dedicated to the management/delivery of the Framework Agreement that must be part of each Design Team for each Lot. [For Lot 4 the minimum requirement is 3 fully qualified architects.] Choice is not in a position to guarantee the frequency or value of Call-off Contracts that may be awarded to Appointed Design Teams under the Framework Agreement for each Lot. [Choice intends to invite 7 Design Teams to tender for Lot 4 and intends to appoint 4 Design Teams to the Framework Agreement for Lot 4.] Further information is contained within the pre-qualification questionnaire documents. Choice wishes to appoint design teams to provide directly, and/or in conjunction with consultants appointed by Choice and other separately appointed consultants, services relating to planning, design, procurement, construction (design and management) co-ordination and contract administration/project management.
