Tender description

High Speed Two (HS2) is one of the most ambitious and challenging engineering projects ever undertaken in the UK. HS2 Ltd believes that the prospect of achieving successful outcomes will depend not only upon outstanding technical solutions but will also require exemplary competence in collaborative working and other associated competences and behaviours. HS2 Ltd recognises the importance of building the right relationships with its supply chain as a key to effective delivery and intends to adopt a model of developing collaborative working that encompasses the procurement, mobilisation and delivery of all significant contracts. Behavioural assessment is an important tool that will be utilised throughout the life of these contracts; to provide the evidence to support the selection of successful Tenderers and to provide material from both the HS2 Ltd and its supply chain on which to base relationship building programmes. HS2 Ltd requires the provision of a Behavioural Analyst to support the Phase Two Procurement Team on two procurements: •Phase Two Development Partner (P2DP); and •Phase Two Civils Design and Environmental Services PSCs (P2PSC). The Behavioural Analyst shall provide the scope of services under the headings of Preparation Phase, Procurement Phase and General (full scope of services is detailed in the attached specification: Preparation Phase •Develop two contract specific competency frameworks; •Support development of two ITT technical evaluation criteria and weightings; •Develop and design an assessment plan; and •Support HS2 Ltd’s Procurement Team during assurance and governance procedures. Procurement Phase •Support HS2 Ltd Procurement Team during the procurement process; •Finalise design and prepare for assessment activities; •Implement assessment activities, evaluate and record Tenderer performance; •Support development of Recommendation to Award (RTA); •Support Procurement Team through RTA assurance and governance procedures; •Assessment debriefs; and •Transfer of knowledge, handover of materials and outputs. General •Project management & administration. Tenderers must be able to demonstrate:- •That your organisation is accredited to ISO10667-2 or a recognised equivalent standard for Behavioural Assessments. (Pass / Fail) •The organisation has successfully worked on construction projects greater than £100 million. •Behavioural Analysts are accredited and qualified in the use of behavioural assessment tools to BS10667-2 standard; or equivalent.
