Tender description

Islington Council invites suitable expressions of interest from suppliers for the refurbishment of the existing plant room, removal of boilers and installation of new condensing boilers with new flues/controls and all associated works Current status / Background The existing modular boilers are functional but reaching the end of their economic life. Of the 4 boilers within the plant room one is now non-functional and parts are no longer available. The Council wishes to upgrade the system to provide a highly efficient heating system. Water heating is via a separate system. The requirement is for the appointment of a service provider to carry out works within the plant room and externally to the brick flue area to strip out the old heating system to enable new modular condensing boilers to be installed and existing flues to be relined with suitable flues compatible with the boilers, to provide new controls and to carry out all associated work within the plant room so that the Council has a modern heating system Lots There are no lots; this is a ‘one off’ tender exercise TUPE [Transfer of Undertakings (Protection of Employment) Regulations] Potential providers must be aware that TUPE does not apply to this service. Further details will be available in the invitation to tender. Contract Period The contract period will be for 12 weeks from an estimated start date in May with no option to extend. [Please note the actual period of the works on site will be 8 weeks from early June; the start date of the contract is to allow for site set up/placement of orders etc.]. Contract Value The estimated total value of this contract is £350,000. However the Council is confident the bids received will be lower than the estimated value. Award criteria The contract will be awarded to the Most Economically Advantageous Tender (MEAT) in accordance with the Public Contracts Regulations. MEAT for this contract is quality 45% and cost 55%. Further details will be provided in the invitation to tender. Cost 55% Quality 45% Quality made up of: Detailed proposal of how the work will be carried out within the contract period allowed of 8 weeks maximum, including: Efficient and accurate financial management of mechanical/construction projects and mechanisms in place to track spend, potential spend and methodology used to alert the Council to potential spend situations. (weighting 15%) Proposals for upgrading the boiler plant room and installing the boilers whilst the building remains in occupation and staff/members of the public remain within close proximity of the works, including: impact on staff/occupants/neighbours and measures to be undertaken to minimise this impact; communication on likely impact of the works, how this will be recorded and alleviated; complaints handling. (weighting 10 %) Methodology to ensure that works on site will be carried out to a high standard of construction and workmanship, whilst meeting the programme specific requirements of the project, including consideration of: quality monitoring and control measures; innovation with regard to sustainability; material usage, manufacturing processes and effects on environment, and measures to minimise their impact. (weighting 10%) Systems to be adopted to ensure the Mechanical/construction work to be undertaken will be carried out with care and consideration for the safety of the public as well as for those visiting and working on site; to include: risk assessment/analysis; examples of protection measures to be undertaken; planning at design stage to alleviate/eliminate the risk. (weighting 5%) Dealing with specialised areas of the works; management of specialist sub-contractors; programming work, quality, site control etc. (weighting 5%) Total 45% Tenderers should be aware that we reserve the right to hold site visits during the tender process. Site visits and/or presentations and/or interviews will be for verification/clarification purposes of the written submission. We reserve the right to interview leading bidders. Procurement Process This contract will be procured using the Open Procedure. The Open Procedure means that all bidders who successfully express an interest will automatically be invited to tender and have access to the tender documents.
