This is a prior information notice (PIN) only: publication and call for competition will be conducted once scope of work is fully defined and approved. DFID Pakistan is developing a project to help strengthen the capacity of key Federally Administered Tribal Areas (FATA) policy and administrative bodies to identify, coordinate, and implement key governance reforms in the in line with the Government of Pakistan's ‘sustainable returns and recovery’ strategy for Temporarily Dislocated Persons (TDP) in FATA. The project aims to support relevant FATA leadership to deliver reforms in support of the sustainable returns and recovery strategy through technical assistance and policy advice. The project will be closely aligned with UNDP's current reconstruction and development assistance work in FATA, by both helping create an enabling environment for, and capitalising on opportunities created by that programme. The purpose of this notice is to conduct a ‘market test’ and engage with organisations and individuals that have experience of working in Pakistan and in particular FATA with relevant experience in this field. Specifically, the aim is to:1) Verify that a DFID supported programme would bring value added to FATA and Pakistan more broadly, and that our approach is sensible; and 2) Receive feedback and suggestions on design issues. To do this, DFID is holding an Early Market Engagement event on 16th March 2016 from 14:30 to 16:00 at DFID Pakistan's office in the British High Commission, Islamabad, with a video conference link to DFID, 22 Whitehall, London (9:30 to 11:30 UK time). The event will be structured as a round-table to allow for an interactive discussion between DFID and interested suppliers around the questions below. One representative from each interested organisation will be invited to attend. We would like to make clear that we are not soliciting formal project proposals. We will need to finalise the development of a Business Case for approval, after which we will decide whether to initiate a process to select a partner. We expect this round-table discussion would help inform that decision. To support the development of the project, we have identified a number of questions. These questions are grouped under sub-headings and responses should be kept general. General 1.Are there currently enough opportunities and political will to support key governance reforms in FATA? 2.Is the operational environment conducive to working in Peshawar (where the FATA Secretariat is based) and FATA, particularly with regard to the registration and non-objection certificate process? 3.What would be the main challenges to supporting the delivery of reforms in / for FATA? 4.What delivery models could be put in place to ensure project delivery in this fragile conflict affected environment? Design 5.Which FATA policy and administrative bodies should be prioritised for support to ensure key reforms are delivered to ensure durable returns and longer term stability and development in FATA? 6.What would be the best approach to strengthen the capacity of key FATA policy and administrative bodies to deliver key reform priorities?7.What kind of research would be necessary to ensure that any support provided is grounded in current needs and aligned with contextual shifts? Would it be possible to conduct such research in the current security and political environment in FATA?
