Tender description
Site preparation and remediation (‘the works’) of an 11 hectare site forming part of a larger scheme known as Horwich Loco Works (‘HLW’) is required by Bolton Council (‘the Council’). The intention is for HLW, once remediated, to be put out to market for further development. Outline Planning Consent has been granted for the whole 34 hectare HLW site which permits a mixed use site and up to 1 739 dwellings. Bluemantle Ltd (‘Bluemantle’) through its sister company, Alpha Investments (North West) Limited (‘Alpha’), owns substantial land interests within HLW (19.9 hectares). Bluemantle will be undertaking the works on the land owned by Alpha which borders upon the other key land interests as it is located in the middle of the HLW site. The Council is purchasing an adjacent site which it will then lease to Bluemantle.
