Tender description
The Royal Borough of Kensington and Chelsea (the ‘“Contracting Authority”’) seeks expressions of interest from suitability qualified and experienced economic operators to enter into a four framework agreement along with other economic operators to provide architectural design services on a range on developments and schemes for a range of public buildings across Kensington and Chelsea. The Contracting Authority is now seeking, though a competitive procedure with negotiation, to identify in the region of 6 — 8 economic operators who will design such public buildings and provide associated professional consultant services either directly or through third parties. The associated professional services may include, but not be limited to key services: Lead Consultant (design team), Architect (including urban design master planning and regeneration), Principal Designer. Operators would be expected to provide these services across the range of public buildings required, and therefore have significant experiences of: master planning, urban design, and architecture for regeneration, mixed use, housing, specialist extra care housing for older residents, civic, municipal, education, social care and associated health facilities. Operators would be expected to provide on occasion as required by the project/ scheme, either from in-house or from a nominated supply chain, the following additional services: Mechanical, Electrical and Public Health engineering; Structural engineering; Planning Agent/ Town planning advice; Landscape design. On occasion there may be need on a project by project basis to provide a more extensive range of services, either in-house or sub-consultancies, to provide an integrated design service. The Contracting Authority would want to establish as part of Architect Practice details through negotiation stage and at appointment, the range of services that could be achieved: including Acoustics, Daylighting, Archaeology and Conservation/ Heritage, Transport, Ecology/ Sustainability, Accessibility, Interior Design, ICT and Furniture and Equipment, Surveys/ Investigations. The Contracting Authority intends to use a design competition as part of the selection process. The Contracting Authority expects over the 4 years that the Framework is anticipated to run to undertake numerous high profile developments of public buildings within Royal Borough of Kensington and Chelsea. The objective of the procurement is to establish a framework of consultants from which the Contracting Authority may call off services over the next 4 years. The economic operators will all be architectural practices since it is the key discipline but there will be a range of other associated construction professional services within the scope which would be commissioned as required and delivered either in-house by the economic operator or by way of sub-consultancy. The procurement will be carried out using a competitive procedure with negotiation. The PQQ stage will reduce the number of operators to around 12 to 15 with an Initial Tender stage to follow. This will be followed by a negotiation stage and then a Final Tender submission including a design contest. The economic operators that are judged to have submitted the best designs will be invited to enter a framework agreement with the Contracting Authority. Since the procurement includes a design contest the Contracting Authority includes the following information required by Part E of Directive 2014/24/EU of the European Parliament and of the Council where such information is not already included elsewhere in this notice. The design contest will be used as part of the procedure leading to the award of a public service contract. The number of participants contemplated for the design contest is approximately 10. No participants for the design contest have already been selected. The design contest participants will be those economic operators who qualify to participate in the tender stage by being selected at the PQQ stage and then pass the Initial Tender stage and complete Negotiation and Final Tender submission. The criteria for the selection of the entrants to the design contest is set out in the procurement documents that can be found by following the information provided in this notice. The time limit to participate in being considered for the design contest is as provided in this notice. Participation in the design contest will be restricted to members of the architectural profession. The criteria for the selection of the winners of the design contest will be as set out in the procurement documents. The decision of the jury will be binding on the Contracting Authority. The Contracting Authority will not be making payments to economic operators that enter the design contest in respect of their entry. It is anticipated that the Contracting Authority will enter framework agreements with the economic operators who are judged to have been the top entrants in the design contest.
