Tender description

This Prior Information Notice (PIN) is an indication of a potential future procurement, but is not a call for competition and is not part of any pre-qualification or selection process. Any procurement will be the subject of a later OJEU Notice. Interested providers may wish to participate in the Potential Provider Event detailed in this Notice. The existence of this PIN does not bind the Council to procure any services. Rutland is England's smallest mainland county and unitary authority. It is situated in the East Midlands between Leicester and Peterborough, and has a population of some 37 600. The main population centres are Oakham, the county town, and Uppingham, although the county is also rich in vibrant village communities. Although Rutland performs well in relation to most national social care and health indicators, it is not without its challenges. Rutland County Council is seeking to establish a coherent network of preventative and community support services for people of all ages in the county. Expected outcomes will include: 1. Improve the quality of life for individuals and for communities; 2. Improve people's overall health and well being from birth throughout their lives, and support people to maintain their independence; 3. Reduce risks for individuals and improve their resilience to risks; 4. Enable young people to be ready to move to adulthood, whatever their needs; 5. Delay the need for more serious interventions and dependency; 6. Enable people to have choice and control over the services and support they access; 7. Improve the community capacity across the county and for all communities. The planned procurement will seek to encourage selected existing and new providers to engage in a collaborative co-design of a network of services which will fulfil the Council's expectations. It is anticipated that a number of providers will emerge, each offering services through their own resources or through contracts with others, which are well targeted and coherently delivered. The current value of services potentially in scope is of the order of 500 000 GBP per annum, although this figure may change as the process develops. It is envisaged that contracts will be awarded for a period of at least 5 years, subject to funding availability. As with all public sector care services, funding is under great strain, and so the Council is looking to make efficiencies in the course of this process. The Council is holding a Potential Provider Event at which the objectives and process envisaged will be explained and at which questions may be asked. The Potential Provider Event will be held at the Council Offices, Rutland County Council, Oakham, on Wednesday, 9.3.2016, starting at 10:00. It is therefore likely that the services will become discrete lots within the procurement as the collaborative service design takes shape. For the purpose of this Notice only, and because the nature and number of lots is currently unknown, the procurement is shown as not being divided into lots.
