Tender description

Medical specialist services. The Authority has a requirement for a 2 year plus 1 option year enabling contract for the provision of Forensic Medical Examiner (FME) services to the Military Police in the UK. The Military Police (MP) of all three services (Royal Navy, Army and Royal Air Force) are responsible for the investigation of crime conducted by current and ex-service personnel within the Service Justice System (SJS). This can require the medical examination of suspects and victims in order to identify injuries and recover body samples and impressions to an evidential standard. To comply with legal and evidential standards this must be undertaken by a Doctor or nurse who is trained to conduct Forensic Medical Examinations. The requirement is for the provision of a professional FME service to the MP and Military Provost Service (MPS), by suitably trained and recognised professionals in pursuance of investigations pan-UK (including Northern Ireland). Based on historic information it is estimated that the service would include 30 — 40 sexual offence examinations per year, throughout the UK but mainly concentrated in the major garrisons for the RN, RAF and Army. For the RN these are Plymouth, Portsmouth and Faslane; Army this is Aldershot, Salisbury Plain, Colchester, Catterick, London and Northern Ireland; for the RAF these are Brize Norton, Marham, Henlow, Honnington, Conningsby and Lossiemouth. This list is not exhaustive but gives an idea of the spread of locations. The demand for other elements of the service such as Interview after Caution is more difficult to estimate, requiring flexibility from the FME Provider. The forensic medical service must provide a 24 hour, seven day a week 365 days a year capability to deploy suitable personnel to any location within the UK as soon as possible but not beyond 1 — 3 hours maximum. The contracted service must provide evidential reports and evidence to a level acceptable at Courts Martial in line with UK civilian justice system standards and recognised best practise within the profession. Expression of Interest to participate in this requirement are to be submitted on the DCO by completing the Pre-Qualification Notice (PQQ). Details to access the PQQ can be found under ‘Advertising Regime DCB’. Interested parties are required to complete the PQQ to provide information that allows the Authority to evaluate the suppliers capacities and capabilities. Evaluation criteria can be found at section 111.2 Condition for Participation. Deadline for Completion of the PQQ is 21.3.2016. Note that in accordance with Regulation 53 to PCR2015 the draft Invitation to Tender (ITT) documents have been made available within the Supporting Documents section of this Notice. Note that the ITT documents are for information purposes only at this stage and for the avoidance of doubt, not for completion. They may be subject to change prior to formal issue and only those companies who are deemed successful following a PQQ application will be formally invited to tender at a later date. At this stage NO formal response is required to the tender.
