Tender description

London Underground Limited (LUL) is currently diversifying its energy supply to reduce costs and carbon emissions. This procurement is for LUL to install new gas reciprocating engines in Greenwich Power Station. LUL is looking to utilise unused space in the Greenwich Power Station to deliver both lower carbon and lower cost electricity directly to its power network. This procurement requires the delivery of a solution to offset demand to grid with gas reciprocating engines running at full load. This procurement requires the delivery of between 8 MW and 13 MW electrical output; with an option for the delivery of additional engines up to the total combined capacity of 27 MWe; from gas reciprocating engines installed within the space in the Power Station. The configuration would depend upon the final technological solution and how it proposes to meet strict environmental emissions to air standards and emissions limits in compliance with the Industrial Emissions Directive and taking into account the location of the Power Station within an Air Quality Zone. Gas should be the primary fuel used. This procurement is seeking the design, procurement, installation and commissioning of these gas reciprocating engines and associated civil construction and system integration works at the Greenwich Power Station site possibly with a maintenance and support services contract. In addition to single contracting entities it is acknowledged that interested parties might wish to enter into either joint ventures or consortia to tender for the contract. The supplier will be required to deliver the following as part of the procurement: — Supply and install engines to LUL specifications; — Act as Designer, Principal Contractor and Principal Designer as per Construction and Design Management Regulations 2015; — Ensure that the engines can operate and interface with existing LUL plant and equipment; — Ensure that the engines can be installed within the constraints of the allotted space; —Ensure that the gas engines meet strict environmental Emission Limit Values (ELVs) for NOx and CO in compliance with the Industrial Emissions Directive and in consideration of the Generating Station located within an air Quality Zone (indicative maximum ELVs for NOx 18 mg/Nm³ and for CO 30 mg/Nm³). — Ensure the gas reciprocating engines are Combined Heat and Power (CHP) ready — Manage and deliver all associated electrical and civil works; — Potentially also provide maintenance support for the design life of the unit. The indicative date for contract award is for 2017 LUL may request all interested suppliers to sign a Non-Disclosure Agreement prior to the receipt of any documentation.
