Tender description

Kent County Council (the council) is the largest county council in England covering an area of 3 500 km2. It has an annual expenditure of over 900 000 000 GBP on goods and services and a population of 1 300 000. The Council provides a wide range of personal and strategic services on behalf of its residents, operating in partnership with 12 district councils seven clinical commissioning groups and 289 parish/town councils. The Council has a statutory responsibility for Public Health and procures a number of services, which aim to improve the health of the population and reduce health inequalities across the county. Kent County Council will shortly be inviting tenders from organisations looking to deliver adult tier 3 weight management services in Kent. (This excludes delivery in the Swale District and Medway). The successful provider will need to treat severe and complex obesity in community settings via a full multi-disciplinary assessment team of specialist clinicians. This must include a bariatric physician or joint care with a GP with special interest and expertise in working with people with complex obesity and have a strong psychological component. The service must offer a holistic approach to patient care and be delivered in-line with Nice guidance. The overall aim of a Tier 3 service is to provide medical management of severely obese patients to improve their health outcomes and provide an alternative to surgical intervention, and pre-op support if a surgical intervention is required. The service provider will need to provide service users with a fully integrated approach to weight management and integrate with existing services to enable a seamless obesity pathway and ensure continuity of patient care. The Provider will need to ensure strong links with Tier 4 service providers (bariatric surgery), existing Tier 3 services in Kent, Tier 2 community weight management services and work in a way that compliments the NHS Diabetes Prevention Programme. The service will be expected to work with an estimated 300 patients over the course of the contract. All individuals engaged into the service within the period of the contract would be expected to receive a 12 month treatment plan. Bidders must be able to demonstrate experience of delivering similar services and have the ability to commence service delivery by the 1.5.2016. This contract is subject to TUPE and holds a contract value of 300 000 GBP for 12 months. Expression of Interest and Tender Process: In relation to Kent County Council's Public Health DPS notice number: 323771-2014, the Council runs a Dynamic Purchasing System (DPS) for Public Health Services to allow the Council to buy Public Health Services from a list of approved providers who meet a certain minimum standards and agree to a common set of contractual terms Approved providers will then be able to bid for the Council's contracts to deliver Public Health Services. Should you wish to tender for the Tier 3 tender opportunity, you must apply to be part of the Public Health Services DPS; applications to be included in the tender opportunity must be submitted to the DPS no later than midnight 1.3.2016. When expressing an interest in the opportunity, you will then be emailed an invitation to submit a Questionnaire to be added to the DPS. If you have already been successfully admitted to the Public Health Services DPS, you will automatically be sent a copy of the tender documentation when published after the 1.3.2016. You will then be emailed an invitation to submit a Questionnaire to be added to the DPS.
