Tender description
The Welsh Government wishes to commission an organisation, or organisations, to develop, pilot and implement a post-16 value added measure. The measure will assist the Welsh Government, colleges, schools, local authorities, work-based learning providers and Estyn in setting targets and measuring outcomes. To obtain further information record your interest on Sell2Wales at http://www.sell2wales.gov.uk/search/search_switch.aspx?ID=40208 The Welsh Government wishes to commission an organisation, or organisations, to develop, pilot and implement a post-16 value added measure. ‘Value added’ provides an estimate of the value that a learning provider has added to the education and attainment of its learners by measuring the additional progress that learners have made over and above what would normally be expected given their prior attainment and other contextual factors such as gender, ethnicity and deprivation. The requirement includes consulting with stakeholders, taking into account the requirements of the Welsh Language Standards, to develop and operate a methodology for calculating post-16 value added. The requirements also includes the development and provision of clear and comprehensive bilingual reporting for use by providers and Estyn; and the establishment of a ‘headline’ value added measure which can be published bilingually at national and provider level. The measure will assist the Welsh Government, colleges, schools, local authorities, work-based learning providers and Estyn in setting targets and measuring outcomes.
