Please note this project reference is applicable only to this Prior Information Notice. The tender itself will be issued under an alternate project reference. All parties noting interest under this PIN will be required to re-register their interest in the alternate project reference when it is generated in order to be eligible to participate in the full tender process. Ethiopia currently hosts more refugees than any other country in Africa. Many of these caseloads, including South Sudanese, Somali, and Eritrean and Sudanese refugees are experiencing protracted displacement. Current humanitarian programmes have shown that given their location and status in Ethiopia, in many cases, their livelihoods prospects are limited. There is need to explore the prospects for sustainable livelihoods interventions in refugee and hosting communities. This would take into account both the particular nature of protracted refugee caseloads and recognise the vulnerability of these caseloads to potential unsafe irregular onwards migration. Research into current migration trends in Ethiopia indicates that there is considerable internal mobility between rural and urban areas and internationally. Irregular migration among Ethiopians is also reportedly significant although hard to substantiate with reliable data. As well, Ethiopia is known as a transit country for a number of nationalities with the three main routes tending to be toward Gulf States and Arab Peninsula, Southern Africa and Europe. There is little in depth understanding of the pull and push factors for migration or real analysis of the humanitarian consequences in this instance. DFID Ethiopia requires suppliers to deliver a research project as part of a five-year programme from 2016 to 2020 that will:— Investigate and articulate the ‘pull and push factors’ related to Ethiopian migration, and identify the key humanitarian concerns. — Identify factors including market-opportunities, policy interventions and social frameworks that affect or could contribute to improved refugee household livelihoods practices and results among camps and for those living more directly within host communities, to inform proposed DFID programme interventions. — Track and assess the impact of different interventions on migration patterns, sustainable refugee livelihoods and humanitarian indicators over the period of the programme. This includes comparing different contexts and factors that may contribute (including DFID's proposed funding for refugee humanitarian assistance and service delivery and looking at other programmes and interventions active). — Contribute to potential future programme design, changes in programme design and, policy development.
