Tender description

Rotherham Borough Council is seeking expressions of interest for a provider of temporary agency staff services. Spend per annum on temporary agency staff is approximately 2 500 000 GBP and covers all disciplines of temporary staff, however within the last 12 months the following roles have been most commonly required: Gardener Waste Management Operative Ground Worker Litter Picker Social Work Team Manager Social Worker — Children's Social Worker — Adult's Contact Worker Support Worker — Social Care Housing Income Officer Print Assistant Business Support Assistant Administrator Highway Designer Locum Solicitors Drivers Many changes internally to the Council may see a reduction in this spend in the procurement of agency staff services over the coming years. It is our intention to award a Master Vendor as a single point of contact for the sourcing and management for the majority of the Council's requirements and use tiered suppliers to provide workers that they are not able to provide themselves. The Master Vendor will manage the entire interaction between all agency workers, tiered suppliers, and the Council. The Master Vendor will recruit, assess and select staff in accordance with our equality and diversity objectives and in strict compliance with any necessary special and/or statutory vetting or referencing procedures (e.g. criminal records checks) The Council may consider appointing more than 1 Master Vendor, dealing with separate categories of workers to ensure adequate provision of staff across all categories and reserves the right to award any bit in part or as a whole and to consider alternative approaches to the service delivery. Tenderers should be aware that although the contracting authority for the purposes of this procurement is Rotherham Borough Council, 1 or more of the other 22 Local Authorities within the Yorkshire and Humber Region may choose to access the concluded contract subject to the capacity of the tenderer, without creating any obligation on behalf of any of them to do so. Where any of the 22 Local Authorities within the Yorkshire and Humber Region elects to do so a legally binding contract shall be created between the Contractor and that Local Authority on the terms and conditions contained herein. To take part in the tendering process please access the yortender.co.uk e-tendering portal registering as a service provider expressing interest in the opportunity download, complete and upload the Pre Tender Questionnaire The current provider of this service considers that the European Community Acquired Rights Directive (Council Directive 77/187/EEC, as amended by Council Directive 98/50/EC and consolidated in Council Directive 2001/23/EC) and the Transfer of Undertakings (Protection of Employment) Regulations 2006 apply to the contract. Tenderers are therefore advised to seek independent professional advice on the implications of the Directive and the Transfer of Undertakings (Protection of Employment) Regulations 2006 for their company should they be awarded the contract. Details of the staff entitled to transfer are included with this invitation to tender. In letting this contract and in accordance with the Code of Practice on Workforce Matters contained in ODPM Circular 03/2003, the current provider and the Council will apply the principles set out in the Cabinet Office Statement of Practice on Staff Transfers in the Public Sector, including the annex to it, ‘A Fair Deal for Staff Pensions’.
