Tender description
The purpose of this PIN is to inform the market operators of a Supplier Day which the Department for Work and Pensions (DWP) is hosting on 24.2.2016 The Supplier Day is part of the DWP's preliminary market consultation phase and we are looking for market operators to engage with us on the day and to subsequently provide us with responses to a Request for Information on their products and services. In the near future DWP proposes to commission the capability and capacity to facilitate continuation of payment to UK customers and employees during a business continuity situation which prevents payment via the Department's own payment systems. The solution must be able to; — Determine the amount to be paid based on the customer's prior payment history — Where DWP are able to calculate entitlement for new customers, the solution must enable new customer entitlement data without a payment history to be added for inclusion within contingency payments. — Allow the calculated payment amount for an individual customer to be amended when authorised by DWP. — Inhibit payments to individual customers when authorised by DWP. — Provide data on payments made to enable DWP to reconcile and account for payments made. It must be possible to invoke the payment contingency for the whole set of DWP Benefit and Pension customers in the event of total loss of DWP IT. It must also be possible to invoke against an individual or multiple benefit lines. Benefit lines can be identified by the BACS User ID, see embedded volumetric table. The contingency should apply against a list of BACS User IDs which will be defined by the DWP. The table lists the current user IDs. As instructed by DWP the list must be amended to delete old, or add new IDs. In addition, the solution must be expandable to incorporate additional BACS users to provide contingency for further benefit lines and or payroll. The solution must be able to calculate and make payment to DWP customers according to the periodicity calculated from the customer's payment history which could be one of the following; — Every Week (on the same working day of the week); — Every 2 Weeks; — Every 4 Weeks; — Every 13 Weeks; — Every Month (on the same date in the month). Volumes/Values example (note payment values/volumes vary on a daily basis across all benefits). Income Support Monday Avg vol 598859.18 Avg value 140 894 159.03 GBP Retirement Pensions Friday Avg vol 1829951.27 Avg val 825 283 985.10 GBP Once invoked, the supplier must continue to make contingency payments according to the periodicity (as calculated by the payment history of each DWP customer, until the invocation is lifted. The DWP will require the supplier to perform periodic testing of the solution to demonstrate its continued operability.
