Tender description

Crown Commercial Service, as the Contracting Authority, intends to put in place a Pan Government Framework Agreement, with a term of 2 years + option for 2 separate 12 month extensions (potentially a 4 year total Framework term), for use by UK public sector bodies for the provision of grant design, delivery and support services — Grants and Programmes Services Framework (G&PS). The aim of the Framework Agreement is to appoint suppliers able to administer and support the delivery of grants and programmes for Central Government and the Wider Public Sector. This will include design of grants and programmes; assessment of applications; as well as distribution and monitoring of grant monies; and providing a variety of services to support applicants or funded organisations. This will include supporting UK public sector bodies in the delivery of a wide range of policy objectives through a range of potential grant recipients including voluntary, community and social enterprise organisations, co-operatives, mutuals and other socially motivated organisations. The intention at this stage is to seek to award a Framework Agreement comprising of: Lot 1. G&PS Administration Services. This Lot includes customer and administrative services, basic grant assessment and award, and payment processing. Lot 2. Communications, Promotions and Support to Understand G&PS. This Lot includes communications and marketing services, the design and production of supporting materials and the design and development of templates for audience usability. Lot 3. G&PS Policy Design and Implementation. This Lot includes the design and development of programme policy and guidance, grant assessment and/or award services, monitoring and reporting services, signposting and triage to sources of support, and technical ‘direct’ support. Lot 4. G&PS Evaluation. This Lot includes the evaluation of outcomes associated with the delivery of Grants and Programmes. Lot 5. G&PS Managed Service — This Lot will cover a managed service comprised of requirements featured under at least 2 of Lots 1, 2 and 3.
