Who Speclialist Work With Specialist will lead a team that will be provided through a number of “managed service” contracts: currently these are through Home Office’s Test Design Consultancy Service; the Ministry of Justice’s Information Assurance team, and; the Home Office CAST team. It is part of a programme team which also includes programme management, design, implementation, commercial/legal, policy and business change functions. What Specialists Work On -Leadership and guidance to the Test and Information Assurance teams -Ensure strategies are in place for Information Assurance, Testing and Solution Assurance -Responsible for co-ordinating all activities relating to solution assurance and the response to all security related matters, ensuring resources are used efficiently and risks and issues are effectively managed -Shape and define technical standards and associated requirements -Check compliance with applicable regulations, standards, policies and guidance on information risk management -Be responsible for the development and certification of the Information Security Management System (ISMS) and the application of ISO/IEC 27001 controls -Programme reporting and lessons learned. Where the Work Takes Place Clive House, 70 Petty France and 102 Petty France Early Market Engagement Working Arrangements Specialist is required to lead all aspects of solution assurance across the programme including technology and physical testing and information assurance. It is part of a programme team which also includes programme management, design, implementation management, commercial/legal, policy and business change functions. Work Location Clive House, 70 Petty France and 102 Petty France Security Clearance CTC/SC (or ability to have clearance to this level by April 2017) Additional T&Cs Skills & Experience Experience of working in a complex public sector multi-stakeholder environment with extensive formal governance requirements. Demonstrable experience of building and leading a diverse and multi-skilled team of technical professionals. Demonstrable experience of providing robust, industry-standard or better levels of testing and assurance, leading to successful delivery of a complex, integrated system. Experience of managing Information Assurance accreditation and putting in place the systems and processes to support ongoing compliance Experience of working productively and innovatively with third-party suppliers to deliver demanding programme expectations to a tight timescale. Experience of ensuring that sufficiently robust testing (covering functional and non-functional testing) and Information assurance regimes are in place to provide quality assurance to a programme Experience of managing complex integration testing involving integration across multiple services, organisations and legacy systems Experience of defining work packages and budgets, and managing against them. Experience of working with other work-streams such as Implementation and PMO, as part of a programme delivery team to support timely “go-live” and associated risk and issue management. Evidence of implementing the appropriate methods and processes, test phases / types, ways of working, organisation and governance across the testing lifecycle. Excellent commercial, negotiation and influencing skills Great communication skills, including the ability to explain complex technical issues clearly and persuasively to a non-technical audience; convey difficult messages robustly; and to stand up to challenge. Strong at engaging senior stakeholders, decision makers, and suppliers. Commitment to the principles of openness, honesty and integrity, taking responsibility for their own and their teams actions, and exercising professional judgement in decision-making and escalation. Highly resilient, able to work under sustained pressure. Utilising an appropriate balance of collaborative working and more formal assessment to provide senior management with comfort that the programme will deliver high quality outputs.
