Tender description

The Authority is seeking a concessionaire that can deliver a publically accessible electric vehicle charging point network with the concessionaire responsible for building, marketing and operating the network. , This will include providing an on-going 24/7 operation, repair and maintenance service (including the management of payments and support for service users) to ensure the network is fully operational at all times. The opportunity will include the option for the Authority all other named local authority beneficiaries to use the same delivery model for taxi service operators The Authority requires the network to be delivered as an end to end solution by a single lead entity (acting either as a sole organisation or as a consortium). The following Local Authorities may beneficiaries of this procurement: Nottinghamshire County Council, Derby City Council, Derbyshire County Council and The City of Wolverhampton Council. — Site selection, surveys, investigations for power availability. — Obtaining necessary consents (e.g. Local Highway Authority, DNO and wayleaves). — Provision of ground works and cabling. — Supply and installation of charging units and associated equipment & infrastructure (Fast and Rapid charger installation from 7kW AC to 50kW DC or above). — Co-ordination of power supply integration. — Energy Purchase. — Provision of back-office operation services, including 24/7 service, payment systems and on going maintenance and repair. — On-going network management and commercial growth (including branding ανδ marketing). — Life cycling and upgrading of equipment (charging points and back office). Concession opportunity for a term of five (5) years with the ability for participating authorities to enter into separate ‘call-off’ contracts within that five (5) year term. Each ‘call-off’ contract may be entered into for an initial term of 5 years, with an option to extend up to a further 5 years.
