Tender description

The Association entered into a concession agreement with a private company who will fund, supply, install and maintain for the Contract term, solar photovoltaic (PV) panels initially for up to a maximum of 1 000 of the Association dwellings. The Contractor will devise a business model where it pays for the installation and maintenance of solar PV panels on the Association properties but recoups its investment from revenues generated from Renewable Obligations Certificates (ROCs) and the electricity export tariff. Any revenue to be sourced by the Contractor under the ROC scheme may change from time to time in accordance with the relevant policy set by the Department of Trade and Enterprise (DETI). Tenderers are advised to take their own advice in this regard. The model is 1 where the Association is not required to pay for anything to do with supply, installation or associated maintenance works to the panels, its accessories and any consequential maintenance to the dwelling. These costs will be borne by the Contractor for the life of the project. The Association's tenants will benefit from free electricity during daylight hours with the Contractor obtaining any export tariff for spilled electricity to the grid. The period of the contract will be outlined specifically in the ITT documents but it is envisaged that after contract award the time-line for the Project will be: — 8 month installation period (to include identification of suitable housing stock, tenant liaison etc.) — 20 year maintenance period.
