Professional Services for Strategic Environmental Assessment, Appropriate Assessment and Strategic Flood Risk Appraisal as Part of the Preparation of the National Planning Framework

Tender description

the following requirement a) An appropriately scaled Strategic Environmental Assessment of the National Framework Plan which fully complies with the principles and requirement of the SEA Directive 2001/42/EC, European Communities (Environmental Assessment of Certain Plans and Programmes) Regulations 2004 (S.I. 435 of 2004) and the Planning and Development (Strategic Environmental Assessment) Regulations 2004-2011 (S.I. 436 of 2004). b) Sceening for Appropriate Assessment of the NPF and, where required, additonal stages of AA as neceassry, under the European Communities (1992) Council Directive 92/43/EEC on the Conservation of Natural Habitats and Wild Flora and Fauna (the Habitats Directive) and SI No.477/2011 European Communities (Birds and Natural Habitats) Regulations 2011. c) Prepare a strategic flood risk appraisal and management plan to incorporate (i) preparing a flood risk assessment (ii) undertaking flood mapping (fluvial and tidal) at an appropriate scale to the NPF and (iii) preparing a flood risk management plan in compliance with the OPW/DoEHLG document “The Planning System and Flood Risk Management – Guidelines for Planning Authorities, 2009”
