Tender description

Transport for London (TfL) has a requirement for the development and support of a Parking Enforcement Mobile application(s) to run on TfL owned and managed mobile devices over the next ten (10) year period. TfL manages the entire process for the enforcement of parking offences and contraventions which includes engaging with stakeholders and partners to enact protocols and legislation, developing and utilising a network of cameras and an on-street presence to capture contraventions and monitor compliance whilst also overseeing the Penalty Charge Notice (PCN) processing service. The Parking Enforcement Mobile Application will send and receive data from the back end system through Application Programming Interfaces (API's) developed by the Digital Traffic Enforcement System's Service Provider. The mobile application will utilise a TfL strategic mapping solution to pinpoint the location of the offences and provide the ability to auto populate the Vehicle Registration Mark from a photo taken on the mobile device. The mobile application must have the ability to work offline when phone or wireless reception is not available. TfL's Enforcement and On-Street Operations Directorate, is also looking to develop further mobile applications for use by its Enforcement and Compliance Officers, TfL staff and TfL partner organisations as required over the term. TfL requires a supplier capable of providing a full range of services for mobile application development and support which shall include but not be limited to the following; — Mobile application software development (as required over the term); — Maintenance and support of the mobile applications including application upgrades in line with operating system upgrades; — Hardware supply (as required over the term); — Software management services and supply (as required over the term); — Maintenance of a software catalogue of mobile application components for reuse in other TfL applications; — and Consultancy services.
