Tender description

Due to external influences impacting the future operating capability of one of UCL's onsite data centre facilities, UCL has a requirement to relocate all IT services and hardware from their existing data centre to a data centre co-location provider from March 2017 for an 18 month contracted period. As part of a large data centre transformation programme within UCL there is a significant data centre consolidation initiative underway. This initiative coupled with a demand to provide more data centre space for customers may result in change to the day one cabinet and power requirement outlined in this tender. UCL wishes to appoint a Supplier to provide a data centre space and the related services (power, cooling, connectivity and physical security) necessary to house and provide an operating environment for physical computing infrastructure subject to maximum separation requirements from UCLs primary location in Bloomsbury. The services required by UCL for this engagement are the provision and maintenance of: — Data centre co-location space providing cabinets catering for 1600U of total contiguous, useable horizontal space in cabinets equal to or greater than 42U in height. — Supply of resilient power and cooling to the UCL enclave to a standard equivalent to Uptime Institute's Tier 3 rating to support the installed cabinets overall power consumption of 3 500kW and up to 10kW of cooling capability per cabinet. — Structured cabling infrastructure (copper, fibre and containment) within the UCL enclave and outside of the enclave to wide area network connection points on site. — Data centre environmental equipment, data centre building structure and security. The solution needs to: — Demonstrate a high quality, fully resilient, standards based design. — Provide modern fire detection and suppression capability and independent VESDA system and be linked to the main site fire alarm and monitoring system. The solution should also reflect industry good practice, — Provide leak detection systems. — Supply fire suppression zones sufficient to limit the effects of fire across the equipment as a whole. UCL requires the Supplier to provision diversely routed, resilient dark fibre optical connections from UCLs primary location (WC1E 6BS) to the Suppliers data centre facility either directly through the Suppliers own carrier network or via a third party telecommunications network. The optical power return loss between these two locations must be no greater than 20dB over a maximum physical distance of 10km. UCL requires the data centre facility services and connectivity to be available to ensure the migration of services can commence no later than June 2017.
