Tender description

This notice is a call for competition in accordance with Directive 2014/24/EU of the European Parliament. The London Borough of Havering is seeking interest from organisations that would like to provide an interim contract for a reablement service which is fully integrated into the community rehabilitation services currently provided by North East London Foundation NHS Trust (NELFT). The service will be commissioned for a period of 12 months during which the council will be exploring a design for a wider intermediate care service model across Barking Havering and Redbridge. Interest needs to be expressed by 12 noon 14th January 2017 via www.capitalesourcing.com. The integrated model with the rehabilitation service will deliver reablement, rehabilitation or a combination of both services. Maximum contract value for 12 month period will be 1 510 000 GBP. The provider will be required to: — Deliver approx. 1300 reablement episodes per annum, each episode will be up to 6 weeks and up to 4 visits per day. — Adopt an outcomes based approach whereby success will be measured on service users achieving goals — Adopt a trusted assessor model whereby partner organisations such as NELFT, Barking Havering and Redbridge University NHS Trust (BHRUT) and the Local Authority will assess and define the care plan — Confirm acceptance of referrals within 1 hour and start the package on the same day as referral if the referral is before 3pm — Complete a full assessment in the service user's home within 24 hours for reablement only referrals The council are intending to use the Restricted Procedure from the Public Contract Regulations 2015, timescales are as follows: — Call for Competition closes 14.1.2017 — ITT 16/01/17 — 26.1.2017 — Publish intention to award — 24.2.2017 — Award — 6.3.2017 — Contract start date 18.4.2017.
