Views Study for the Local Kingston Plan

The Royal Borough of Kingston upon Thames (the ‘Council’) is seeking a Contractor to prepare and deliver a Views Study including Accurate Visual Representations (AVRs) and related consultancy. It has been identified that there is a need for the Council to carry out a Views Study to develop the evidence base for the Local Plan. A Views Study will be prepared for the first time and as essential contributor to the delivery of the Borough’s growth agenda in a way which recognises the significance of our built environment whilst seeking to sensitively integrate new development. The Views Study will provide a key part of the evidence base for the Local Plan and will be used as part of the ‘Call for Sites’ assessment. It will also inform the development of policies as part of the planning process to assess developments that come forward outside the ‘Call for Sites’. A range of technical specialisms will be needed to deliver the commission. The Council acknowledges that Bidders may not be able to provide all the necessary skills from their own in-house resources, and find the following bidding models are all equally acceptable: • Prime Contractor delivering the Services in full from its own resources; • Prime Contractor using sub-consultants to deliver some of the Services; and • Consortium. The Council will award the Contract to either a Prime Contractor or the lead partner of a consortium which will be responsible for contracting with, managing and paying its sub-consultants or consortium partners.
