Delivery of the maximum feasible number of modular constructed housing units on part of the existing Harrow Civic Centre site for a temporary period to house people on the priority housing list in Temporary Accommodation. This site needs to be made vacant and available by September 2020. The scheme should be delivered through a leasing model as capital funds are unlikely to be available.
