Summary of the work To work with an agile delivery team to define, design, deliver and run digital services within the Borders portfolio of Home Office. Specialist role Delivery manager Expected Contract Length 12 months Latest start date Monday 23rd January 2017 Early Market Engagement It is not felt necessary to carry any pre-engagement activity. This is an existing service for which we are seeking more capacity. We do not employ any existing incumbent supplier but fulfill the various roles in a variety of ways, fixed term internal appointments, secondments, Contractor and Contingent labour and on this occasion we are using DOS framework as considered a suitable source of such resources. Who Speclialist Work With Day to day the specialist will work with an existing team of other specialists, including product managers, user researchers, interaction designers, business analysts, developers, testers and devops engineers. They will be expected to work with service managers and other critical stakeholders in order to provide visibility of their project progress and set expectations for delivery. They will be expected to engage with delivery managers on other projects to define, refine and improve the practice of delivery management across the Home Office. What Specialists Work On The delivery manager will work within the Border Force portfolio – Leading delivery of Electronic Visa Waiver, Registered Traveller and Global Entry: The required outcomes from this service are ● Lead the Digital delivery team to ensure development and maintenance of the services, managing the workflow and impediments. ● Design a development plan for the remainder of the build phase over the following quarter. ● Design a service optimisation plan for the three services, ensuring the services are stable and available at an agreed SLA. ● Establishing the service optimisation technical team to deliver enhancements to service within service optimisation. Skills & Experience • Demonstrable expertise in Agile Delivery, including evidence of successfully delivering new web based customer facing applications with a caseworking element, as well as running and improving live digital services. • Evidence of the application of different development and technology frameworks, tools and techniques, as well as confidence to assess and use what is most appropriate in a situation. • Experience of leading multi-disciplinary digital teams on user-centric Agile projects. Clear and proven understanding of the different roles within a multi-disciplinary team and how they need to interact • Technical fluency to present the required information to some non technical stakeholders. Sit in meetings and be able to articulate and liase with non technical border force owners. • Able to motivate and align a team to challenging technical time constrained sprint cycles. Be able to deliver at pace and have experience of bringing projects back on track. • Experience in balancing the needs of the individual, team and organisation to build successful balanced delivery teams and achieve sprint delivery milestones whilst maintaining and improving team efficiency/productivity. • Proven understanding of agile governance for service design in line with GDS principles. Nice to Haves • Have proven experience across the private and public sector of customer facing transactional digital services • Have demonstrable experience of running development within the GDS Service Assessment process Work Location Home Office Building at 2 Marsham Street, London. Some travel to Croydon and Sheffield required. Working Arrangments Required to be on site at the Home Office for the majority of the week. What is the daily rate for this position please? The rate is to be defined by the supplier and is a factor in the selection and award of the contract. 3. Would you consider applicants without current active SC Clearance or does this have to be in place prior to starting the role? SC is not a pre-requisite for application. However, successful SC is a requirement to take up the position so candidates should be confident of getting it eg. they must have had leave to remain in the UK for the past 5 years. 4. Does SC clearance have to be active or can SC clearance be re-activated by the Home Office if lapsed within the year? SC clearance is not a pre-requisite for application. It will be applied for (or re-activated) for the successful applicant. Having previously held SC will not be a factor in selection, it merely gives the applicant greater confidence that they will be cleared again. 5. Do you have an anticipated rate for this position? No. The rates will be compared across all supplier applications.
