Tender description

Bristol City Council is establishing a single fully integrated Operations Centre — Bristol Operations Centre (BOC) — that will act both as a city-wide control platform and enable the City's ‘Futures’ agenda to be fully realised. The BOC programme is already under-way and the Technology workstream is focussed on the relocation of a number of control room systems and applications into the BOC. It is anticipated that future notices will be issued when our intention to procure replacement systems, applications and / or supporting technology is known. Currently we require Technical Advisory Services to produce system specifications, migration plans and provide expert technical advice that supports the overall project. Specifically we require these services to be applied to;~ the specifications that will enable the technology refresh of 3 critical systems; Telecare installation and supporting applications, CCTV installation and supporting applications and Traffic Management systems;~ the identification of additional systems in use in the council's control rooms and the production of a migration plan that will ensure that relocation is suitably controlled and in line with the overall programme;~ the production of the over-arching (high level) principles relating to the integration of systems that may lead to a city-wide ‘management information system’ (or similar) being adopted; ~ additional technical advice through any subsequent procurement projects; and~ implementation support for any subsequent systems contracts. Due to the nature of this requirement, any contractor engaged in this work could be ineligible to bid for any subsequent systems contracts subject to the requirements of Regulation 41 of the Public Contracts Regulations 2015 being met in full. We expect the contract to commence in late April 2016 and the main subject matter to be concluded by September 2016. Additional support services listed above may be required until September 2017.
