Dacorum Borough Council is carrying our pre-procurement market engagement for a Living Stable Lives service. This service will be focused on support Dacorum residents in the private housing sector to feel secure in their tenancies. More specifically, this service is required to include out-reach work as a means of support to its service users. The service will focus on but is not limited to the following target groups: — Care Leavers; — Multi-generational households; — Residents with drug or alcohol issues; — Residents that have been in temporary accommodation. The service will be required to provide a combination of out-reach work and remote support to ensure that service users can access help at all stages in their development. Throughout the tender process, bidders will be asked to demonstrate the type of service they would deliver based on the outcomes (download documents on e-tendering portal to see the outcomes table). The annual budget for this service will be approximately 70 000 GBP with an overall approximate contract value of 210 000 GBP (for 3 years). Time Scales: Dacorum Borough Council is seeking to commence the procurement process in April 2016, with the new service to be implemented December 2016. It is proposed that the Council will run a 1 stage procurement process. The anticipated contract term is a 3 year core contract, with the possibility of a further extension of up to 24 months. The Transfer of Undertakings (Protection of Employment) Regulations (TUPE) will not apply. Pre-Procurement Market Engagement: The purpose of the Council's pre-procurement market engagement process is to allow and enable potentially interested organisations with appropriate expertise and relevant experience to: — Outline and comment on the initial desired outcome and use of an outcome based commissioning model; — Gather further information on the Councils current intentions / challenges; — Offer insight into current developments in the market; — Explain additional opportunities to be explored for the proposed service. Dacorum Borough Council will consider all feedback provided to help inform further decision making. This stage of the project is not part of the formal procurement process and therefore is not confirmation of the Councils commitment to carrying out such a process. Participation or non-participation in the pre-procurement market engagement process will not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the pre-procurement process shall place any supplier at an advantage in a potential procurement process. Participation in the pre-procurement market engagement procurement process will be at each supplier's own cost. No expense in responding to this process will be reimbursed by the Council. If your organisation would like to respond to this process, you will have to submit your response via the Supply Hertfordshire portal by 12:00 noon on Thursday 10.3.2016. Dacorum Borough Council will not enter into a contract based solely on the responses to this PIN and no information contained in the documents or in any communication made between Dacorum Borough Council and any contractor in connection with its pre-procurement market engagement shall be relied upon as constituting a contract, agreement or representation that any contract shall be awarded.
