Security services

Tender description

The Authority is inviting tenders from suitably qualified and experienced security companies to undertake the provision of security services. This tender is for the full requirement of manual security guarding throughout the Authority's premises, sites and events. The tender opportunity has been split into 4 Lots and suppliers may bid for 1 or more of the Lots. There is a current contract in place for Lot 4 until 31.10.2016 therefore no expressions of interest are being sought at this time. — Lot 1- Council Premises Security (1 supplier); — Lot 2 — Events (up to 3 suppliers); — Lot 3 — Traffic Management (up to 3 suppliers); — Lot 4 — Security at Portsmouth International Port (1 supplier); Portsmouth City Council currently spends an estimated at 235 000 GBP per annum on Lot 1, 35 000 GBP on Lot 2, 35 000 GBP on Lot 3 and 850 000 GBP on Lot 4 for security services. The Authority is targeting to have awarded the contract by 28.3.2016 with a subsequent commencement date of 1.4.2016. To provide security services for Council premises, the requirements will include but not be limited to; o Site / Mobile Patrol; o Key Holding/Alarm Response; o Lock/Unlock Services (incl. car parks); o Temporary Staff Cover; The number of sites and number of visits required will vary, specific site details shall be provided upon award of contract. Some services may be required at short notice. In establishing the framework the Authority will concurrently award the call off to a single supplier for this Lot. To provide security services for small-scale or large events and personnel protection. The services required will include but not be limited to; o PCC Managed Events; o PCC Seafront Services; o Support of at Risk Workers and Personnel Protection; o PCC Staff Cover and Support in Case of Emergencies; Once admitted to the framework suppliers will either be selected via mini-competition or via direct call off. The Authority also reserves the right to award a term contract to a single supplier as a partner contractor. To provide security services in relation to traffic management. The requirements will include but not be limited to; o Traffic Management (on and off street, events and car parks); o High Visibility Beaconed Vehicles; o Emergency Call Out; o Overflow Parking; Once admitted to the framework suppliers will either be selected via mini-competition or via direct call off. The Authority also reserves the right to award a term contract to a single supplier as a partner contractor. Portsmouth International Port has a current contract in place for security until 31.10.2016 with extension options for a further 2 years. No expressions of interest are sought at this time, information has been issued for reference only. o Terminal Building — Staff Through Route; o Provision of a Search Team and Freight Searching; o Gates — Main Car Exit Gate and Outward Car Gates; o Security Level Escalation — Search Team; o Freight Gate Cover & Miscellaneous Temporary Cover; This Lot is for the provision of security services for both Portsmouth International Cruise and Ferry Port and for MMD (Shipping Services) Ltd, who provide specialist fruit and vegetable importing facilities at Portsmouth International Port. Security levels may increase or decrease at short notice due to the Department for Transport changing the security level or due to changes in shipping times and movements. It is imperative that the supplier can cater for these changes to staffing levels at short notice.
