Tender description
Hampshire County Council (HCC) invites applications from suitably experienced organisations who wish to be considered for selection to tender for the Hampshire Highways Service Contract 2017- 2024 (extendable to 2029). The purpose of this Tender is to secure a partner to provide highway maintenance services including contracting expertise and other services for the maintenance and improvement of the HCC highway network. Whilst the upper estimated threshold for the contract will be 1 500 000 000 GBP, it is envisaged that the annual throughput will be in the region of 30 000 000 GBP. The purpose of this Tender is to secure a partner to provide primarily highway maintenance contracting expertise and services for the Hampshire County Council highway network. As such, this Contract will involve working closely with HCC staff to provide highway, verge and winter maintenance operations such as: carriageway surfacing and surface dressing, footway and carriageway patching and minor repairs, kerbing and paving maintenance and installation, including special kerbs and high quality paving materials, drainage cleaning, drainage and ducting installation and maintenance, traffic management and traffic management design, installation of traffic signs, road studs and markings, installation of street furniture, and traffic signal equipment, installation of specialist surfacing and anti-skid, installation and maintenance of vehicle restraint systems, arboriculture, soft landscaping and vegetation work, winter maintenance operations, highway defect repairs, highway recycling, provision of a highway emergency response service and claims handling damage to highways infrastructure, weeds, maintenance of highway structures, cattle grids. This Contract may also include; Contractor design, retaining wall sea defence and coastal work, work on new/ reconstructed/ replacement highway structures, improvement works, earthworks and embankment stabilisation, car park reconstruction and surfacing, works to access roads and other external works to public sector property, and minor building works associated with civil engineering projects. To participate in this procurement, parties should register their interest in the contract via the In-Tend website https://in-tendhost.co.uk/hampshire and complete and submit the Pre-Qualification Questionnaire (PQQ) together with any supporting information requested by 14:00 on 4.3.2016. The PQQ can be accessed, when logged into to In-Tend, by selecting ‘View Details’ on the relevant tender advert and clicking the ‘Express Interest’ tab. Once in the tender there are 5 tabs — ‘Tender’, ‘PQQ — documents’, ‘Correspondence’, ‘Clarifications’ and ‘History’. Select the 2nd tab (PQQ) where you will find useful information under ‘Tender Details’. Continue to scroll down to the heading ‘Tender Documents Received’ where you will be able to view / download the documents. In addition, guidance on how to participate in a tender — download & upload documents / returns and if required, register your company (free of charge), can be found on the In-Tend site under the ‘Help’ or ‘information for Suppliers’ buttons. There will be a presentation to prospective Tenderers on Friday 12.2.2016 at Winchester Discovery Centre, Jewry Street, Winchester SO23 8SB. If you would like to attend this event, please submit the names of those attending via the In-Tend correspondence facility no later than 2 days prior to the event. A maximum of 3 attendees per organisation is permitted. It is intended to issue successful applicants with final tender documents in April 2016. The deadline for submission of tender responses will be July 2016. A supplier event will also take place for the 5 shortlisted tenderers in Winchester on Tuesday 12.4.2016. Invitations will be issued to Tenderers following PQQ evaluation.
