Tender description

The Healthy Child Programme 0-19 (HCP) is a universal public health programme which aims to improve the health and wellbeing of children and young people. The programme is currently commissioned individually as 0-5 HCP and 5-19 HCP. Responsibility for the commissioning of 5-19 HCP was transferred to the Council on 1.4.2013. The programme is delivered by the School Nursing service, and includes the National Child Measurement Programme (NCMP). School nurses provide advice and support on a range of health issues within schools, including developing health plans for children with specific needs (looked after children, young carers, children with special educational needs etc.), obesity and weight management in schools, mental health support and all other priority public health issues as well as child protection/ safeguarding. The National Child Measurement Programme is a nationally mandated programme to measure all children's height and weight when they start and finish primary school. The programme is commissioned by Barking and Dagenham Council through the Public Health ring-fenced budget and the contract is currently provided by North East London NHS Foundation Trust (NELFT). The commissioning of Healthy Child 0-5 programme (Health Visiting and Family Nurse Partnership Programme) services transferred from NHS England and became the responsibility of the Council in October 2015. This gives the Council the opportunity to join up the commissioning of the 0-5 and 5-19 Healthy Child Programmes as a fully integrated 0-19 Healthy Child Programme. The vision for the 0-19 Healthy Children Programme is still being developed and it is hoped that the programmes will move from two (0-5 and 5-19), to a single, integrated programme that will see all children and young people in Barking and Dagenham at key points in their lives within the 0-19 Healthy Child Programme. While the service review and redesign of the 0-19 HCP is being undertaken, the Council is looking to re-commission its school nursing and NCMP services against a service specification that meets its commissioning responsibility for public health outcomes. The duration of the contract will be 1 year from 1.10.2016 until 30.9.2017 with an option for the Council to extend for a further 1 year subject to completion of the 0-19 service review and commencement of the procurement exercise. Expressions of interest are sought from qualified and experienced providers to provide the 5-19 Healthy Children Programme; which will have children and young people and their families at its centre with a strong public health focus underpinned by a robust evidence base. All mandated requirements will be met; there will be safe clinical governance, and strong information governance. Safeguarding will be at the core of all work. There will be robust monitoring systems that evidence the scale of reach across the borough and the impact the Programme is having on the lives of children and their families.
