Tender description

This procurement is being managed by the NHS South, Central and West Commissioning Support Unit (SCW CSU) Clinical Procurement team on behalf of the following Commissioners: — NHS Bristol Clinical Commissioning Group; — NHS South Gloucestershire Clinical Commissioning Group; — NHS North Somerset Clinical Commissioning Group; — South Gloucestershire Council; — Bristol City Council; — NHS England. The Commissioners invite Expressions of Interest from suitably qualified and experienced providers for the provision of services within the following 3 procurement lots: 1. Lot 1: Community and Public Health Nursing, Paediatric and Therapy Services for Children and Young People; 2. Lot 2: Child and Adolescent Mental Health Services — Targeted and Specialist levels; 3. Lot 3: National CAMHS Tier 4 in-patient and day service. NHS Bristol Clinical Commissioning Group (CCG) is responsible for commissioning the majority of NHS services in Bristol, covering its 450 000 residents. Services commissioned by the CCG cover a wide range of areas, including a significant amount of mental health. NHS South Gloucestershire Clinical Commissioning Group is responsible for commissioning the majority of healthcare services for over 260 000 residents, from emergency care through to community health services. Led by local GPs and health specialists who know at 1st-hand what patients need. NHS North Somerset Clinical Commissioning Group is a membership organisation made up of all 24 GP practices in the area, led by clinical specialists and experienced health managers. Together, the CCG is responsible for planning and buying the majority of healthcare services for about 205 000 residents. NHS England South West Specialised Commissioning (Mental Health) is responsible for the planning and commissioning of CAMHS Tier 4 in-patient services across the south west. The Provider of these services will be expected to operate within the national T4 specification, but will also act as the hub unit for the access assessment for young people requiring admission from the BNSSG area. Bristol City Council is responsible for planning and purchasing services for its 442 500 estimated residents including public health nursing and children's social care. South Gloucestershire Council is responsible for planning and purchasing services for its 271 556 residents including public health nursing and children's social care. The commissioners are committed to ensuring we secure a provider(s) who will continue to actively engage with children, young people, parents, carers and professionals, and deliver services that meet local needs and are shaped to meet individual area's requirements. Regarding Lots 1 and 2, the population across BNSSG has a wide range of needs that vary significantly across the patch so a 1 size fits all service is not acceptable. This is reflected that currently not all services are commissioned in the same way across the 3 geographical areas. We also know that we need services to be integrated and offer a seamless experience, particularly from a patient's view point, with a reference point for patients to be able to access at all times should they need to contact the service(s). We are looking for services to be delivered in an innovative way that fits needs now and throughout the contract period so we expect the services to constantly engage with children, young people, parents, carers and professionals, and in agreement with commissioners, to evolve to meet the changing needs of our population. The vision for Children's Community Health Services will be 1 that: — Ensures that children and young people are seen by an integrated service with no gaps, which is provided close to where the users are living or learning and has streamlined access; — Has close working relationships and integration with social care and education as paramount to creating a seamless service; — Has an emphasis on prevention and early intervention to try and prevent some children and young people needing higher level services; — Is flexible, proactive and responsive to the needs of the service user; — Will be responsive to the wishes and feelings of children and young people so that they are listened to and feel this to be the case; — Will support children and young people to be able to self-care where possible and appropriate; — Will support and train parents and carers ensuring their involvement in the care of the child / young person; — Will be delivered services in a socially and culturally appropriate manner with the populations needs; — Has a fully integrated information technology system which allows the seamless transfer of/access to appropriate clinical and non-clinical information across all services; — Regarding Lot 3, is available to children across England. The procurement will be conducted through the In-Tend e-procurement system.
