This is a Prior Information Notice (PIN) Only: Publication and Call for Competition will be conducted once scope of work is fully defined and approved. Strengthening Community-Led Accountability to Improve Service Delivery. A business case for the above mentioned project has been approved for delivery in Sierra Leone over the period 2016 to 2020. The key output areas of the project are: Output 1: Strengthened citizen voice and interaction with the state to improve demand, awareness and accountability for service delivery, particularly for vulnerable groups. Output 2: Improved data on service delivery, in partnership with young people. Output 3: Locally led solutions to improve accountability through innovation. Output 4: Improved knowledge on what works through research and rapid assessments DFID intends to publish a new competition opportunity in February 2016 for a Supplier to manage delivery of these outputs. The new programme requires a Supplier with: — Knowledge and expertise in delivering community accountability programmes;— Technical expertise areas including citizen driven accountability mechanisms such as score cards, innovative engagement for improved service delivery, capacity to undertake impact analysis, ability to work with non-state partners. — Programme and funds management, management of partners, knowledge management. DFID will host an Early Market Engagement Meeting about the planned programme and the services expected from a Supplier. The purpose of the meeting is to:— Share information about the proposed programme with suppliers that can demonstrate potential across these functions (either individually or in collaboration with others);— Listen to potential suppliers' views on the programme's feasibility and proposed delivery options and comment on whether these are realistic and achievable. — To hear and discuss challenges and opportunities from suppliers' perspective. The meeting will take place at the DFID Office, 22 Whitehall, London. The date for the meeting will be circulated shortly via the DFID Portal. DFID will present current thinking on the programme's proposed outputs and delivery mechanism. Potential suppliers interested in attending the meeting should please register via the DFID Supplier Portal https://supplierportal.dfid.gov.uk/selfservice/ Advance questions about this meeting can also be sent via the DFID Portal and will be answered at the meeting without disclosing the source of questions.
