Tender description

The purpose of this tender is for ECC to engage a suitably qualified and experienced consultant to develop a Greater Essex Growth and Infrastructure Framework (the Framework). ECC are commissioning this piece of work on behalf of all Greater Essex Local Authorities (GELA). The framework will build a picture of capacity issues relating to the broad infrastructure needs to support growth across Essex over the next 20 years to 2036, and will broadly estimate the ‘cost’ of infrastructure needed to support future development. It is not intended for the framework to list every single infrastructure requirement across Essex no matter what size, instead the focus and value of the document will be in providing a strategic, helicopter view of infrastructure needs across the Greater Essex area. A fundamental principle of the framework is to aggregate and build on existing and emerging evidence bases as opposed to creating duplicate or contradictory information.
