Tender description
Derry — Londonderry Railway Station, located to the East of the River Foyle, is the terminal halt on the Belfast — Derry — Londonderry railway line. In March 1980 the original Waterside station (adjacent to the current station) was closed after services were reduced and the track layout severely rationalised. A new, smaller station was opened some 200 m closer to the Craigavon Bridge. The current station site is located just off the Duke Street roundabout on 1 of the main arterial routes into the city. The site consists of a railway station, island platform, park and ride, sidings and a redundant train fuelling facility. Adjacent the existing park and ride is a Permanent Way yard including 2 railway sidings. NIR intend to provide a modern, fit for purpose station, together with a modern railway infrastructure in Derry — Londonderry. In order to achieve this, there will be 2 associated projects: Project 1 — Bellarena Permanent Way Storage and Stabling Facility — Enabling project to develop a green field site adjacent to Bellarena Railway Station, Seacoast Road, Limavady. This project will allow the existing P'Way yard in Waterside to be relocated to Bellarena so that the site can be developed as part of Project 2. Project 2 — Derry — Londonderry Train Station — Including Railway Station Redevelopment, Platforms, Canopies, Park and Ride, P'Way and S&T works in Derry City. This PQQ is for both projects. In order to successfully achieve the project aims listed below, a number of options will be included in the Feasibility Stage. 1.1.2 Project Aims: — Provide a modern, fit for purpose railway station with improved passenger and staff facilities accessible to road infrastructure and city centre; — Provide station layout which is compliant with terminal station design standards for future passenger number growth; — Provide track layout supporting hourly train services with other ad hoc operations and stabling requirements; — Ensure appropriate staff facilities; — Provide an adequate bus/rail interchange; — Provide pedestrian and cycle access to the Peace Bridge; — Provide a commercially attractive space within the station building; — Increase the number of Park and Ride spaces; — Relocate the existing Permanent Way facility (including sidings) from the current Waterside site to Bellarena; — Provide modern Signalling and Telecoms (S&T) systems around the station and proposed Bellarena sidings; — Minimum disruption to passengers and operations during construction. 1.1.3 Services Required: The Economic Operator shall provide the following Services: — Civil and Structural Engineering (Lead); — NEC3 (ECC) Project Manager and Supervisors; — Conservation Architect; — Mechanical and Electrical Engineering; — Permanent Way Engineering; — BREEAM and CEEQUAL Assessors/Advisors; — CDM Coordinator. S & T Note: This PQQ does not include Railway Signalling and Telecoms (S&T) Engineering Services; however the Invitation To Tender (ITT) documents issued to the successful Economic Operators for the Integrated Design Team will include an S&T Engineer requirement. ITT documents will include the names of the S&T Engineers currently on NIR's framework for S&T Engineering design work. At ITT Stage, tenderers will be required to select an S&T Engineer from the framework and include them within their Integrated Design Team tender submission. 1.1.4 Proposed Design Team Structure: Envisaged design teams for Projects 1 and 2. It should be noted that the Economic Operator will carry out the Civil/Structural Engineering Services and the overall lead for both projects. Project 1 will include: — Lead Design Civil/Structural Engineer (incorporating a CEEQUAL Assessor/Advisor); — NEC3 (ECC) Project Manager; — Permanent Way Engineer; — Signalling and Telecoms Engineer (please refer to ‘S & T Note:' above); — Electrical and Mechanical Engineer; — CDM Coordinator. NIR will appoint a Cost Manager under a separate procurement exercise. Cost Management services will not form part of your Integrated Design Team Contract. Project 2 will include: — Lead Design Civil and Structural Engineering Services (excluding the building — see ‘Architect' bullet point below); — NEC3 (ECC) Project Manager; — Architect — the architect will be required to take on the role of lead designer for the building element of the project (incorporating a BREEAM Assessor/Advisor); — Mechanical and Electrical Engineer; — Permanent Way Engineer; — Signalling and Telecoms Engineer (please refer to ‘S & T Note:' above); — CDM Coordinator. NIR will appoint a Cost Manager under a separate procurement exercise. Cost Management services will not form part of your Integrated Design Team Contract. 1.2 Estimated Value: The estimated construction value is approximately 11 000 000 GBP. Project 1 — Bellarena Site: — P'Way Works 480 000 GBP; — S&T Works 600 000 GBP; — Yard Works 650 000 GBP. Project 2 — Derry — Londonderry Train Station Site: — Construction 4 300 000 GBP; — Ground Contamination 1 000 000 GBP; — P'Way Works 2 000 000 GBP; — S&T Works 2 000 000 GBP. These costs are purely conceptual estimates prepared during the Inception Stage and should not be used to base any future fees on. 1.3 Form of Contract: Full details of the contract conditions shall be set out in the invitation to tender documents. However, it will be a NEC3 Professional Services Contract.
