Tender description

Design and Engineering is the Division of the BBC responsible for delivering digital experiences to the audience. Part of the digital portfolio includes a range of audience facing native (iOS and Android) mobile and hybrid applications. Design and Engineering is seeking to establish a short list of preferred suppliers for the provision of mobile development services, and associated services, to support their engineering efforts. The benefits sought in going to market are: — Development of a specialised, focussed capability — Building deep expertise with the BBC Mobile Application Platform (MAP) and MAP component suite — Driving alignment on mobile application build and architecture approach — Driving development of modular, functional, capabilities by augmenting and extending the Mobile Application Platform and in turn, greater utility and reuse across the BBC mobile technology estate. The Supplier shall be required to provide the following range of services and/or deliverables: Bespoke development and support of native mobile applications or components, comprising: (a) Full lifecycle development from requirements to deployed application; (b) Built to the BBC's requirements by: (1) Adopting the BBC's mobile components and architectural patterns; and (2) Contributing back reuseable components; (c) Adopting Agile practices; and (d) Support and maintenance of such deployed application. Augmentation of BBC teams (either existing teams or enabling parallel work-streams) in order to uplift velocity (ie deliverables based) by: (a) Providing skills in the combination of: (1) agile delivery management; (2) business analysis; (3) engineering; and (4) testing; (b) Embedding and working alongside existing BBC teams to deliver product features; (c) Normally on-site at a BBC location (for example, Salford or London); and (d) Working under the direction of the BBC.
