Public library services in the South West (see list below) are intending to establish a system for the efficient control of access to library buildings that allows members of the public to access library services outside of normal library staffed opening times. This is referred to below as an Open Access system. **Suppliers should note that at the time of tender, no authority has fully secured funding, most are either involved in consultation or are considering Open Access as an option for the future and identifying funding for pilots. Costs agreed under the framework will influence this process. The Authorities party to this tender are looking at Open Access to either mitigate the impact of a reduction in staffed opening hours or enhance the service through the provision of additional opening hours** Keywords: swipe card
