Tender description

A previous tender competition, HSE Ref. 2584, has been conducted for a contracted satellite haemodialysis unit in Wexford. The nominated location is subject to a planning appeal with An Bord Pleanala. Following the outcome of this appeal the HSE will review its procurement options and reserves the right to cancel this tender, HSE Ref. 6488, and proceed with the original tender award HSE Ref. 2584. In order to ensure the development of a contracted satellite Haemodialysis service in Wexford, the HSE has issued this tender competition as an alternative tender to HSE 2584. This tender process is being conducted under Annex XIV of Procurement directives 2014/24/EU. The required services are listed as Annex XIV services, and accordingly, only Articles 74 to 77 of Directive 2014/24/EC of the European Parliament and of the Council applies to the award of any contract(s) that arise from this process. Should the tender not be cancelled it is intended to conduct this procurement process to allow for direct dialogue on all matters associated with the proposal with all Tenderers if required. The HSE shall not be under any obligation to make an award and reserves the right to cancel at any stage the Tender Process. In no event shall the HSE be liable for any costs or damages whatsoever including, without limitation, damages for loss of profits, in any way connected with the cancellation of the Tender Process, or any part thereof. The publication of a procurement notice does not commit the HSE to proceed with a Tender Process or the award of Contract.
