Tender description

Purpose of the Service: To procure a variety of Youth (Support) Services, through both contract and spot purchase methods, within the following Lots: — Counselling. — Prevention and Support Services Alternative. Education Other Than At School (EOTAS) Provision - Carousel. — Community Based Open Access Youth Provision. — Community Based Open Access Projects. — Emotional Wellbeing, Life Skills and Building Resilience. To provide a variety of services for Young People across Wrexham County Borough as and when required. A prospectus of activities will be developed to provide schools with a range of potential options initially. These options should be able to meet and address a range of needs and abilities. All of the Carousel projects will be expected to enable vulnerable pupils to achieve legitimate accredited outcomes. These outcomes will be achieved on the basis of portfolio based work and can be supported by services such as WCBCs Youth Work in Education Team. Expansion of the Carousel prospectus is likely to provide Wrexham schools with an enhanced offer of provision. Some examples of the areas we would be interested in developing are: — Joinery, Plastering and Decorating, — Motor Vehicle maintenance, — Environmental Work, — Key Skills and Life Skills, — Gardening and Groundwork skills, — Crafts, Arts and Creative skills. To provide face to face or online counselling with children and young people as per the All Wales School Counselling Tool Kit, the BACP Ethical Framework for Good Practice in Counselling and Psychotherapy and Wrexham County Borough Council's Counselling in Schools Guidelines. We want a service that delivers across a variety of communities and engages greater numbers of young people and most importantly, can evidence that it is making a difference to the lives of young people. Young people have told us they like to have somewhere to spend time with friends but only approximately 12 % of the 11-19 year population are engaging with the current open-access youth provision, therefore it is important that we establish what would make the provision more attractive to greater numbers of young people. Wrexham Council wishes to procure both contracted and spot purchased services which would support Children and Young People aged 5-18 years in relation to emotional well-being, life skills and building resilience. These services will be for Children and Young People in difficult circumstances where these services form part of a whole family intervention. We are looking for a range of projects to complement open-access, community based provision that delivers opportunities across a variety of communities and engages greater numbers of young people and most importantly, can evidence that it is making a difference to the lives of young people.
