Tender description

This procurement relates to the provision of a green waste treatment and associated transportation services on behalf of the Heads of the Valley (HOV) Waste Procurement Partnership comprising of the following participating local Authorities: Blaenau Gwent CBC, Monmouthshire CC, Torfaen CBC and Newport CC (The Hub). In line with Welsh Government policy, The Hub wishes to procure long term source for the management of Green Waste treatment services, for the geographical areas covered by each of the Local Authorities. The Hub intends to procure capacity within a merchant facility and not to procure a design, build, finance and operation contract. It is anticipated that contracted services will commence April 2017 for an initial period of 4 years with an option to extend for 3 years at yearly intervals (except for Monmouthshire which will commence April 2018 for a period of 3 years with an option to extend for a further 3 years. The fundamental purpose of the contract is to provide a current and operational Facility which provides a reliable, effective and satisfactory Service for the management and transportation of Green Waste.
