Tender description

Essex County Council is seeking to secure suitably experienced provider(s) to deliver an effective, efficient and reliable Housing Related Support Service which delivers targeted support to young people aged 16 and over within each of the county's quadrants. The successful candidate(s) will be required to work in conjunction with partnering organisations across the public and private sectors to deliver a service which enables the individuals concerned to attain their personal outcomes and become more resilient and independent as they develop into adulthood. This service will provide HRS support for young people who are affected by the following issues: — aged between 16-17 and at risk of homelessness; — young people aged 18-21 at risk of homelessness and assessed as having specific vulnerabilities; — individuals who are leaving care; — vulnerable young parents up to the age of 21 years with additional support needs. This cohort also includes young people up to the age of 21 or 25 if they remain in full-time education. — vulnerable young parents up to the age of 21 years who have additional support needs and are due to transfer to Adult Social Care services or whose dependents are identified as either Children in Need or subject to a Child Protection Plan. Candidates are also advised that they will be required to provide both the accommodation and support elements of this service. However, the ECC funding will only cover the cost of the support provision and external funding will be utilised in respect of the accommodation element of this service.
