Tender description

The Big Lottery Fund (The Fund) has invested 30 000 000 GBP in 59 local area partnerships across England to focus on supporting people to move on from hardship crisis (Help Through Crisis Programme (HTC)). The Programme's overall aims are to better enable those people experiencing, or at high risk of experiencing, hardship crisis to move on and avoid being in this situation in the future. The Fund is seeking a Service Provider to provide learning, support and evaluation services to the 59 local area partnerships. The Learning, Support and Evaluation contract will: 1. Support and empower grant holders to robustly evaluate and measure the impact of their projects. 2. Help grant holders to support beneficiaries in having more influence on service delivery within their individual projects and more widely with other partnerships and local stakeholders. 3. Identify good practice and critical success factors in order to enable a comparison of approaches and their effectiveness in different scenarios. 4. Support grant holders to replicate or scale-up approaches from elsewhere to help meet the needs of their beneficiaries. 5. Identify research gaps regarding the tackling and prevention of hardship crisis and ensure that learning from the programme on impact and efficacy of models contributes to the development of the evidence base. 6. Enable a stronger, collective voice for beneficiaries to influence policy and practice both locally and nationally. The contract is for an initial term of 3 years with the option to extend up to a further 2 years.
