Tender description

The London Borough of Enfield intends to seek the submission of tenders from organisations to deliver a quality, cost effective and efficient Civil, Parking and Traffic Enforcement and Ancillary Service to be undertaken using an Open Procedure to establish a Framework Contract consisting of 3 Lots. Lot 1 will appoint a single provider to provide a fully managed Civil, Parking and Traffic Enforcement Service focusing mainly on Parking and Traffic Contraventions. Lot 2 will appoint up to 3 providers for a Road Marking and Line Painting Service to undertake remedial minor snagging works of existing, and the painting of new lines necessary for the effective enforcement of Civil and Parking Enforcement activities. Lot 3 will appoint up to 3 providers for a Sign Manufacture and Installation Service to undertake the maintenance of pre-existing signs and commission of new Signs necessary for the effective enforcement of Civil and Parking Enforcement activities. Lots 1 and 2 will operate on a call off basis. Lot 1 requires delivery of a fully managed Civil, Parking and Traffic Enforcement Service, focusing mainly on the Enforcement of Parking and Traffic Contraventions. The Contract is intended to facilitate: the development and delivery of an accredited, compliant Civil, Parking and Traffic Enforcement Service, in accordance with the Authority's requirements. The processing of Parking Enforcement Notices and payments. Management of pre-existing assets to include: Management of Various Authority assets. Innovative mechanisms to manage parking enforcement activities, regulatory compliance and prevention of Parking and Traffic Contraventions. IT Infrastructure: IT Platform to include all hardware and software required for the processing and payment of (PCN's), required to seamless interface with the Authority's current Infrastructure This is an Open Procedure. Lot 2 will be for a Road Marking and Line Painting Service intended to operate on a call off basis. Providers will be required to demonstrate capability to deliver all elements to include: To undertake all Road Marking and Line Painting in accordance with the Design Manual for Roads and Bridges standards, specifically: BS EN 1436:2007 — Road Marking Material for Performance Roads. BS EN 1790:1998 — Road Marking Material for Performance Roads. BS EN 1463-2:2000 — Road Marking Material, Retro reflecting Road Studs for Road Test Performance Roads. To assist and identify remedial works as required. To Liaise with the successful provided appointed to Lot 1 to undertake works as required. To provide competitive pricing for the wide range of painting and/or removal of various of Continuous, Intermittent, Ancillary, Circular, Arrow, Triangle, Kerb, Letters, Numerals, Symbolic, Raised rib, Square lines in White and/or Yellow Thermoplastic specifications. This is an Open Procedure. Lot 3 will be for a Sign Manufacture and Installation Service intended to operate on a call off basis. Providers will be required to demonstrate capability to deliver the service in accordance with the following standards: To undertake all Manufacture and Installation in accordance with the Design Manual for Roads and Bridges standards, specifically: BS EN 12899-1:2007 — Fixed, Vertical Traffic Signs and Fixed Signs. BS EN 12767:2007 — Passive Safety Support Structures for Road Equipment. To assist and identify remedial works. To Liaise with the successful provided appointed to Lot 1 to undertake works as required. The successful providers appointed to Lot 3 will be required to undertake the maintenance of pre-existing signs and the commission of new Signs necessary for the effective enforcement of Civil and Parking Enforcement activities.
