Why the Work is Being Done The Reform of Property Management Programme was established in order to deliver the objectives of the region-wide Asset Management Strategy, namely reducing the net costs of service delivery through the efficient use of public assets and promoting effective asset management processes that unlock value. The scope of the Asset Information project, which sits within the RPM structure, is to consolidate data from a range of existing sources and deliver a trusted management information system and reliable asset information in order to support the business in the strategic planning and efficient management of the estate. Problem to Be Solved There is a significant amount of asset information, including spatial data, held in a number of systems and standalone spreadsheets across the Properties Division business, and also in other sources within the Department of Finance. This presents significant issues in relation to asset information data quality, transparency and completeness. The provider will be required to deliver Agile Alpha, Beta and Live phases. The solution will be hosted within the Enterprise Shared Services environment. Who Are the Users As the body responsible for the management and strategic planning of the NICS office estate, Properties Division needs to be able to access reliable, real time data in order to enable better decisions to be made. As contributors, stakeholders need to be enabled to provide data in a consistent and accurate way so that data quality issues are addressed. Early Market Engagement Work Already Done The Discovery phase of the project has recently been completed. This has identified a detailed set of problem statements and user needs. Summary outputs will be provided to shortlisted suppliers. Existing Team The provider will be expected to work closely with the Product Owner and Asset Information Project Manager. Current Phase Discovery Work Location The provider will be expected to work on a full-time basis with business users and stakeholders, and will be on-site at the buyer’s offices in Belfast five days a week. The provider will be expected to travel as required across Northern Ireland as required in order to conduct stakeholder engagements. Working Arrangments The supplier will offer a cross-functional, multi-disciplinary team that will embrace Agile development in order to deliver functionality for the new Asset Information Management Service. The supplier's team will work in a collaborative and transparent way with the Product Owner and Asset Information Project Manager and provide the focus to make the Alpha/Beta/Live phases happen within the required timescales. Security Clearance BPSS - Basic Disclosure Additional T&Cs Skills & Experience Have demonstrable experience of delivering successful Alpha and Beta outcomes to support complex service and technology transformation including undertaking service design (2%). Have demonstrable extensive experience in working with Open Source technologies (2%). Have demonstrable experience of knowledge sharing and skills transfer with in-house teams so as to build sustainable capability (2%). Have demonstrable experience of operating in an environment of change, delivering continuous improvement to a live system (2%). Have demonstrable experience of leading Public Sector organisations in Agile and iterative development (2%). Have demonstrable experience of effectively planning for new IT digital services which incrementally integrate with backend legacy applications and third parties (2%). Have demonstrable test analysis skills with experience in carrying out the following tasks: analyse user stories, develop test plans, develop scenarios and test cases (2%). Have demonstrable experience of developing automated testing techniques (2%). Have an experienced Scrum Master eho leads from the front, managing the Agile process, supporting the team to be high performing (2%). Nice to Haves Have demonstrable experience of understanding complex business transformation projects. Have demonstrable experience of delivering to industry best practice and government standards, including NICS UXM Standard. Have demonstrable experience of moving successfully in a project environment from Discovery outputs delivered by a different supplier through to Alpha. No. of Suppliers to Evaluate 3 Proposal Criteria Proposed approach and methodology to delivering the project, highlighting any dependencies on Properties Division, key risks and mitigation (20%). Proposed deliverables and timeline for Alpha/Beta/Live, and explanation of how these deliverables will meet user needs (20%). Value for money justification (5%). Proposed delivery team, including their roles, responsibilities and a summary of each individual's skills and experience, and how this will be of relevance to this project (5%). Cultural Fit Criteria Evidence ability to effectively collaborate and engage with Properties Division and stakeholders to deliver this project (4%). Work as a project within a programme of other projects in delivering programme outcomes in an iterative way (4%). Demonstrate experience of successful Agile coaching and supporting business transformation (4%).
